Fort Worth Oil Tank System Retrofit: On-Site Construction Completed in Under a Month Through Multidisciplinary Coordination to Support Production Startup

Construction began on September 24, 2026, and on-site work was completed on October 23. Through early fire protection requirements reviews, a conservative approach to foundation construction, expedited permitting, and extended daytime and nighttime shifts, Overseas Industrial Group addressed cost, quality, and schedule challenges on the Fort Worth oil tank system retrofit project.

The renovation of existing industrial facilities requires consideration of technical requirements, site conditions, and production schedules. This project faces issues such as changes in storage media, missing existing geological survey data, and tight production timelines. The team promotes the project from preliminary verification to on-site implementation, focusing on four key aspects.

The scope of construction covers multiple specialties including civil engineering, architecture, process support, and electromechanical installation. Overseas Industrial is responsible for design, procurement, construction, and related reporting, testing, and acceptance coordination, mainly including:

    • Civil Engineering and Architecture: Construction of tank and support foundations, and control room.

    • Pipelines and Steel Structures: Fabrication and installation of oil pipeline supports and related projects.

    • Electrical Engineering: Installation and testing of power distribution systems, power and control cables.

    • Leakage Prevention and Anti-static: Leakage prevention in the tank area, oil collection dikes, anti-static flooring, and grounding.

    • Utilities and Instruments: Installation of compressed air pipelines, instruments, and communication systems.

01 / Preliminary Assessment

Clarify fire protection requirements to avoid additional investments.

This project involves changing the storage medium of the tank from vegetable oil to mineral oil. Whether this change triggers fire protection upgrades directly affects the design scope and renovation budget.

The team conducted research and verification before formal design, confirming that this renovation does not trigger the requirement for a new automatic sprinkler system based on the specific conditions of this project, thus avoiding corresponding design and installation costs for the client.

Accurately defining renovation requirements is an important starting point for cost control in industrial projects.

02 / Foundation Quality

Emphasize concealed works, focusing on long-term stability.

The lack of existing geological survey data brings uncertainty to foundation construction. The tank foundation must bear the load of the tank body and storage medium, and its stability affects the long-term use of the facility.

The team adopted a conservative foundation construction strategy, choosing a deeper excavation plan and increasing corresponding construction investments to reduce potential settlement and cracking risks.

04 / Construction Organization

From day to night, coordinating with the client's production schedule.

To accommodate the urgent production schedule, the team increased weekend and evening construction, accelerating project progress while ensuring quality and safety.

"Foundation quality relates to the long-term stability of the facility, and construction progress relates to the client's production schedule. The costs of foundation construction and expedited work are borne by the company, with no additional charges to the client. We hope to do well in critical areas and also save time for the client."
